Vicky Santana was elected in April 2026 to the Whittier City Council to represent District 2. She has been a resident of Whittier for more than 30 years, where she raised her son and built strong ties to the community. 
 
Vicky began her career in public service with Los Angeles County Supervisor Gloria Molina, where she served as Senior Justice Deputy and oversaw more than $4 billion in public safety budgets. During her tenure, she worked to increase law enforcement resources in underserved unincorporated communities, including areas neighboring Whittier. She later served as Risk Manager for the Los Angeles County Probation Department, where she implemented strategies that reduced litigation and financial risk.
 
She currently serves as the Human Resources Manager for the Los Angeles County Department of Parks and Recreation, where she supports a large and diverse workforce across the County’s park system. In this role, she leads efforts in workforce planning, employee development, and organizational support, and has helped create job opportunities and career pathways for youth entering County service.
 
Vicky also served as an elected Trustee for the Rio Hondo Community College District from 2011 to 2024. During her tenure, she supported efforts to expand access to higher education, including the opening of the Rio Hondo College Educational Center in Pico Rivera, and helped maintain the District’s strong fiscal position, including voter approval of a $400 million bond measure to support campus improvements and technology upgrades.
 
A product of the Montebello Unified School District, Vicky began her college education at Columbia University before earning her bachelor’s degree from Whittier College and a master’s degree in public policy from the Harvard Kennedy School.
