Central Park and Hadley-Greenleaf Historic Districts Criteria Update

The City of Whittier has contracted with Page & Turnbull, a locally based historic preservation consultant firm, to further evaluate the Central Park and Hadley-Greenleaf Districts. This project, upon completion, will bring the two districts up to current historic preservation best practices and give staff and stakeholders more certainty and clarity about what is and is not historic.

The consultant will be utilizing the following work methods:

  • Examine existing historic data and materials, including previous historic surveys and other documentation;
  • Evaluate street fronting and accessory structures within the two Historic Districts from the public right-of-way to review and confirm their historic significance, character, and architectural values;
  • Establish a timeframe of historic significance for each Historic District; and,
  • Compile a recommended list of historic resources that contribute to the significance and character of each District.
  • Contributors will qualify to submit for a Mills Act contract, which can result in property tax savings

The project will not:

  • Designate new- historic landmarks
  • Change how the districts are managed – project reviews will generally remain the same

As part of the project, the consultant was tasked with providing a historic context/ district development history and DPR survey forms (State of California and the Resources Agency Department of Parks and Recreation) for each of the districts. The information for these materials came from field surveys, existing documentation (maps, photos, previous surveys), as well as local, regional, and online research.

The draft historic district reports and DPR forms are available for review below (Documents section). In addition, the DPR forms for the expanded survey adjacent to Central Park are included below. Your input is crucial to this process and there will be more chances to participate in the coming months (Summer 2025) at the Historic Resource Commission meetings. Please review and submit any comments or questions about the documents via the Planning email, planning@cityofwhittier.org.

The upcoming (tentative) Historic Resources Commission where the aforementioned topics may be considered are as follows:

  • July 9th, 2025
  • August 13th, 2025
  • September 10th, 2025
