Solid Waste Collection
Attention:
Beginning November 1, 2025, Athens will begin providing collection services to all residential, multifamily, and commercial customers in Whittier. As part of this transition, new Athens containers will be delivered in January 2026. Until then, customers should continue using their current containers.
Athens will begin billing all customers directly starting in November.
- Residential and multifamily customers will receive an invoice in November that covers the months of November and December. After this initial cycle, billing will return to a quarterly schedule.
Athens will be providing customers with additional outreach and educational materials in the coming weeks to help ensure a smooth transition. These materials will include detailed information about available programs, collection services, and how to prepare for upcoming changes. Stay tuned for more information.

Athens Services is the sole solid waste hauler for the City of Whittier. Residential customers are billed quarterly in advance of services being rendered. Commercial customers are billed monthly in advance of services being rendered.

Self-Hauler Permit
Business owners or residential householders can, on a weekly basis, collect and dispose of solid waste and recyclables generated from their premises, in lieu of utilizing the services of the City's authorized haulers. They must first obtain a Self-Hauler Permit from the City and comply with the procedures for self-hauling established by the Director of Public Works (WMC Section 8.12.105).

Discounts
Senior - Seniors who are head of household, at least 62 years of age and receive supplemental social security benefits are eligible to a 10% discount on standard trash service. Contact your service provider to apply.
Active Military - An active military member may be stationed away from home for long periods of time. This 10% discount on standard trash service will apply so long as the military member maintains the property as his or her residence. Contact your service provider to apply.
Utility User's Tax Exemption - Low income, single-family residential trash customers may be eligible for a $5 per month discount to their trash service in addition to being exempt from City taxes on other utilities. To be eligible, residents must apply through the City and qualify for the Utility Users Tax Exemption.
On Call Bulky Waste and E-Waste Collection
Your solid waste collection service provider will provide residential and multi-family premises four (4) free pickups per year of up to three (3) items per pickup. Call your service provider to schedule the pick-up. Please do not set out items without calling for a special pick-up. These items cannot be collected by the regular automated collection truck that services your containers.

The solid waste fee for single-family residences includes one black cart, up to two green carts and an unlimited number of blue carts. Extra black and green carts will be charged an extra fee.
Holiday Trash Collection Schedule
Trash, recycling and green waste will be collected as regularly scheduled except for the following holidays:
- New Year’s Day
- Memorial Day
- Independence Day
- Labor Day
- Thanksgiving Day
- Christmas Day
Whenever one of these holidays occurs on a weekday, the collection schedule will be delayed one day for the remainder of the week. For example, Thanksgiving falls on Thursday, the collection day would be moved to Friday and the collection normally made on Friday would be on Saturday. The final collection day of the holiday week will be on Saturday.
